“On August 5, a man and woman were getting out of their car at an apartment complex in Las Vegas “when three black males came up”—one of whom allegedly had a gun—and demanded the woman hand over her purse. The man then pulled his own gun and shot the alleged armed robber, causing the other two to flee.

The incident took place at about 9:25 p.m. “near Spencer Street and East Tropicana Avenue.”

According to 3 News, witnesses at the apartment complex confirmed what the couple told police, and “a weapon believed to belong to the suspect also was recovered at the scene.”

Metro police summed up the incident by saying the “three men (allegedly) approached a couple in their car, one of them armed with a gun. He tried to take the woman’s purse [and] the man in the car pulled out a gun and shot that suspect.” The suspect was taken to Sunrise Hospital, where he died.

The two suspects who fled are believed to be “black men in their late teens or early 20s.”

Susan Russell lives in the same complex where the incident occurred, and she said the news convinced her to get a gun. She said the news scared her, so she “went to the gun store.”

Russell said, “I’m not against guns. But I’m against criminals using guns for criminal activities.“

“In 60 days, there will be no such thing as a legally grandfathered civilian-owned magazine capable of holding more than 10 rounds in Los Angeles.

Mayor Eric Garcetti signed the citywide ordinance Friday prohibiting the ownership of what the state deems large-capacity detachable firearm magazines. The controversial measure was introduced by City Councilman Paul Krekorian and passed the council by unanimous vote on July 28.

Krekorian, along with gun control advocates, joined Garcetti at City Hall for the signing ceremony.

“I am committed to reducing the gun violence in our city,” Garcetti said. “This ban is part of that larger effort. It will help keep our streets safer and help prevent the magnitude of mass shootings. We are sending a clear message – we will not wait for Washington to act, we are ready to act now.”

The ordinance, Council File 13-0068, bans the possession of any magazine capable of holding more than 10 cartridges inside the city limits. While state lawmakers enacted a similar prohibition in 1999 during the Federal Assault Weapons Ban, it allowed continued possession of mags already in circulation. The new Los Angeles law removes that protection.

People who currently possess such magazines, many for collectable firearms registered decades ago, have a 60 day window to remove them from the city, sell them to a legal gun dealer, or turn them into the Los Angeles Police Department.

Exemptions are in place for Hollywood prop masters, gunsmiths, law enforcement, museums who have such magazines on display and anyone with a grandfathered mag to a weapon for which there is no 10-round magazine produced.

Krekorian, the author of the ban, painted the new prohibition as a lifesaver, saying, “These magazines may not be the cause of gun violence, but when shooters use them, tragedies turn into massacres.”

The National Rifle Association, who challenged similar confiscatory bans in Sunnyvale and San Francisco, are pledging action on the City of Angles latest attempt at gun control.

“This ordinance will not prevent violent crime or mass shootings, but it does limit the Second Amendment rights of law-abiding gun owners who choose these magazines to defend themselves and their families,” reads a statement from the gun rights organization.

“As most gun owners already know, magazines holding more than ten rounds are standard equipment for many popular pistols and rifles, especially those that are selected for defensive purposes. These standard capacity magazines are possessed by millions of law-abiding Americans for a variety of lawful purposes, including self-defense,” the statement reads.

City Attorney Mike Feuer, who drafted the law at the request of the Council, contends that it is virtually lawsuit-proof.

“We have considered the possibility that the second revised draft ordinance might be challenged on the grounds that it is preempted by State law or violates the Second Amendment of the United States Constitution,” Feuer told the Council in a memo prior to their vote. “We believe the second draft ordinance is legally defensible on both grounds.“

“The Seattle City Council is expected to cast a final vote Monday on legislation that adds new taxes and regulations on firearms and ammunition sold in the city.

The legislation, which passed unanimously Wednesday by the Education and Governance Committee, would implement a $25 tax on firearms and a 5-cent-per-round tax on ammunition, and would force gun owners to report a lost or stolen firearm within 24 hours.

Supporters believe the tax will deter criminals from buying a gun, and tax revenue would go toward violence prevention.

“In my family alone, there have been three incidences of youth being killed or injured by gunfire,” said Seattle City Councilman John Okamoto during the committee meeting, a local Fox affiliate reported. “We can’t stand idle when this is an epidemic in the city.”

But opponents say the measure would only hurt law-abiding and lower-income individuals.

“The burden of regressive taxes like the Seattle proposal falls squarely on those that are least able to afford them,” the NRA’s lobbying arm, the Institute for Legislative Action, wrote Friday. “Persons of means will simply drive outside the city to purchase firearms and ammunition, while those without such options will be forced to go forego their rights or pay the tax. This is especially egregious considering how those at the lower end of the economic scale also tend to reside in areas where violent crime is the highest. One wonders whether this type of social engineering on the downtrodden is an intended feature of the legislation rather than an unfortunate consequence.”

Sergey Solyanik, owner of Precise Shooter on Aurora Avenue, gave a similar argument. He said his cheapest option is to sue the city, a local CBS affiliate reported. His next cheapest option would be to move the store. If he stays in the city, he will go out of business under the taxes, he told the station.

“A plaintiff could sue the city, probably for a declaratory judgment declaring the city ordinance invalid as being preempted by state law,” Alison Dempsy-Hall, with Washington’s Office of the Attorney General, told CBS. “The Declaratory Judgments Act requires that any party alleging that a local ordinance is invalid give notice of that claim to the attorney general.“
