SOTG 173 – Buying Slaves in Oregon

Nanny Bloomberg, the Fascist Billionaire, successfully purchased millions of new slaves by dumping his money into state of Oregon. Private property rights have been shat upon under for false guise of “public safety.”

Some folks have been understandably confused about when Oregon’s new law takes effect requiring that background checks be conducted for private firearms sales.

That’s because the language of Senate Bill 941 says the measure becomes law the moment it was signed by Gov. Kate Brown, which occurred on Monday.

However, it’s not as simple as that.  The section requiring the new background checks doesn’t take effect for 90 days, explained Jeff Rhoades, counsel for the Senate Judiciary Committee.

“We gave the state police 90 days to ramp up” so that it will be able to conduct the additional background checks, said Sen. Floyd Prozanski, D-Eugene, the bill’s sponsor.

That is Aug. 9, for those who are keeping count.

On that date, if you’re conducting a private firearm sale, you will have to go through a federally licensed dealer to get a background check.  The check is meant to determine whether someone is legally prohibited from owning a gun.  Among the legal prohibitions: felony convictions, commitments to a mental hospital or  misdemeanor domestic violence convictions.

One key provision that does take immediate effect deals with mental illness, a major issue in the debate over gun violence.  This provision requires judges who have ordered someone to undergo outpatient mental health treatment to rule on whether that person should have their gun rights suspended during treatment.

When the Oregon Senate passed expanded background checks on April 14 2015, it marked a change from 2013 and 2014, when the same type of legislation was taken up but defeated without even making it to the floor for a vote.

What was the difference in 2015? One huge differences was the influx of Michael Bloomberg’s money into the state, which showed itself not only in the establishment of an apparatus to help gun control candidates get elected but also in gifts to gun control senator Chuck Riley (D-Hillsboro).

Riley received considerable financial backing from Bloomberg-funded Everytown for Gun Safety in order to unseat gun control opponent former senator Bruce Starr (R-Hillsboro). It was Starr who had defeated background checks when they came up in 2013 and 2014.

According to OregonLive, Bloomberg-funded Everytown began setting up “robust” field staffs in April 2014 to help gun control candidates navigate the last months of the election cycle, leading up to November. Bloomberg did this same thing in “10 other states,” but chiefly realized gains from this tactic in Oregon and Washington.

In addition to these staffs, Bloomberg-funded Everytown gave money to senator Chuck Riley, who was able to unseat senator Starr and vote “yes” for expanded background checks on April 14 2015.

September 2014 estimates reported Riley received around $22,000 from Bloomberg-funded Everytown, but when the Oregon Secretary of State released official campaign donation figures, they showed that Riley actually received $75,000 from the Bloomberg-funded group.

While it is unclear how much total money Bloomberg spent between field staffs and Everytown gifts to Riley, it is certain he had pledged up to $50 million nationwide to secure more gun control. And in Oregon this approach gave Bloomberg a senator he, Gabby Giffords, and Mark Kelly can trust [read own] to vote “yes” every time the call for more gun control on law-abiding citizens comes up.

Former U.S. Rep. Gabby Giffords and her husband, Mark Kelly, who have long been advocates for gun control laws, made a visit to Salem on Wednesday to applaud the Oregon Legislature for expanding background checks to virtually all gun sales, but they had more to ask of Oregonians.

Sitting before journalists on the second floor of the Center for Hope and Safety’s months-old, $1.6 million building in downtown Salem, Giffords and Kelly called for more controls to protect victims of domestic abuse from gun violence.

The couple have been lobbying for gun control laws since Giffords survived a gunshot to her head during a campaign event in 2011. The Center for Hope and Safety serves victims of domestic violence, sexual assault, stalking and human trafficking.

Kelly emphasized that he and Giffords both own guns and believe in responsible gun ownership. He said that, as responsible gun owners, they believe everyone should pass a background check before buying a firearm, regardless of where they buy it.

“We’re grateful to the leaders of your Legislature and your governor, Kate Brown, for doing the responsible thing and standing up to the very powerful gun lobby,” he said.

Brown signed Senate Bill 941 on Monday, the culmination of a long campaign by Oregon Democrats to strengthen gun control. Republicans opposed the measure, and similar bills died in 2013 and 2014. The bill, backed by national gun-control groups, was made possible after Democrats achieved a supermajority in the 2014 elections.

Kelly testified for Senate Bill 1551 in the Oregon State Capitol last February.

The couple are now shifting their focus to the relationship between domestic violence and gun violence, Kelly said. They support Senate Bill 525, which would prohibit people who are the subject of a restraining order, or who are convicted of certain misdemeanor crimes related to domestic violence, from owning guns and ammunition.

Kelly said he also wants to see Oregon redefine domestic violence to include all intimate partners, not just those who are or were married or living together. That’s what SB 525, in its original form, would have done. However, an amendment submitted Tuesday would keep the definition consistent with federal law.

Sen. Laurie Monnes Anderson, D-Gresham, a chief sponsor of SB 525, said the amendment was necessary to get Republican support on the bill. Still, it’s a significant step, because this kind of legislation has been impossible to pass in the past, she said.

“When a domestic abuser has access to a gun, it makes it five times more likely that that domestic violence situation is going to result in the murder of the woman,” Kelly said. “Women in America are 11 times more likely to be murdered by a gun than other developed countries. And it doesn’t have to be that way.”

Kelly added that between 2001 and 2012, 6,410 women were murdered by an intimate partner with a gun.

“That’s more than the total number of troops that died in action in Iraq and Afghanistan during the same period of time,” he said.

Jayne Downing, executive director of Center for Hope and Safety, said the nonprofit received more than 20,000 contacts to its programs last year, and she expects that figure to rise this year.

Giffords, in her short statement at the end of the press conference, said gun violence is a women’s issue.

“Women can lead the way,” she said. “We stand for common sense, we stand for responsibility. We can change our laws, we can win elections.”

After the press conference, Kelly and Giffords toured the Center for Hope and Safety and met with lawmakers and Brown at the Capitol.
